Zelensky States He Lacks Explicit Security Pledge from Allies
Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have not given him solid assurances that they will protect his country in the event of a fresh offensive by Russia.
"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on midweek.
His comments come a day after Britain and France inked a statement of purpose on stationing forces in Ukraine if a peace deal to end the war with Russia is reached.
However, full security guarantees have yet to be solidified. The US, which has been spearheading initiatives to end the invasion, was reported to have abstained from signing such a commitment at discussions held in the French capital on the previous day.
Outcomes from the Paris Discussions
After the Paris talks, which included some three dozen nations that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron subsequently indicated thousands of troops may be deployed.
Allies proposed that the United States would assume a leading role in monitoring a truce. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.
The Russian government has not yet commented on the declaration made in the city of Paris.
President Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces now occupies about one-fifth of Ukrainian territory.
The President's Evolving Stance
The UK Prime Minister characterized the bilateral declaration as "an essential component of our commitment to stand with Ukraine for the foreseeable future".
He continued: "It paves the way for the legal framework under which British, French and partner forces could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's military for the future."
The Ukrainian leader praised that agreement as a "huge step forward".
A day later, however, he appeared less optimistic.
"I perceive the determination, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, strong security guarantees," he said when questioned if nations in Europe would defend Ukraine.
"However, until we lack such binding security pacts - legally binding, supported by parliaments, backed by the U.S. Congress - this question remains unresolved. And even if they do, you still have to rely primarily on your own strength."
Unresolved Issues and Ongoing Conflict
The Paris talks were also notable owing to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.
Witkoff said the participating countries "largely finished" their work on agreeing security protocols.
Last week, the President indicated a peace deal was "ninety percent complete".
Territorial concessions and defense pledges have been at the center of outstanding matters for diplomats.
The Russian leader has consistently stated that Ukrainian troops must pull back from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to end the war.
Zelensky has so far ruled out ceding any territory, but has suggested that Ukraine could redeploy its forces to an agreed point - but only if Russia did the same.
Russian forces currently controls about 75% of the Donetsk region, and some 99% of the neighbouring Luhansk. The pair of oblasts constitute the industrial Donbas region.
Attacks have been escalating against Ukrainian cities - with a focus on power facilities. Russia has also made slow progress in capturing more Ukrainian territory.
Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, albeit with more limited success.
